2004 gegründet und seit 2007 begutachtet, eröffnet SPPS den Zugang zu englischen, deutschen und russischen wissenschaftlichen Studien zu verschiedenen empirischen Aspekten aus der jüngsten Geschichte und aktuellen Themen im ehemaligen Sowjetblock von der späten Zarenzeit bis heute, sowohl für ein akademisches als auch ein generell interessiertes Publikum. Es werden 15-20 Publikationen pro Jahr veröffentlicht, die sich vor allem mit Themen zum Übergang zur und von der Demokratie beschäftigen, wie Wirtschaftskrisen, Identitätsfindung, Gesellschaftsentwicklung und Verfassungsreform in Mittelosteuropa und der Gemeinschaft unabhängiger Staaten. SPPS versucht auch, wenig erforschte Themen in Osteuropa wie Rechtsradikalismus, Religion, höhere Bildung und Menschenrechtsschutz, in den Fokus zu stellen.
